Overview: 

Jhpiego seeks QI Specialist to support an USAID MOMENTUM Country Global Leadership project in District/ City in MCGL areas. USAID’s MOMENTUM Country and Global Leadership (MCGL) is a strategic and focused investment that partners with governments in over 20 countries to identify and deliver life-saving targeted assistance in the areas of maternal, newborn, and child survival and nutrition to reduce maternal, newborn and child mortality. The project’s approach focuses on interventions that accelerate country progress and strengthen health institutions’ abilities to provide health services into the future. 

As part of this effort, the QI Specialist will play a critical role in guiding and supporting the implementation of QI Collaborative activities in West Java Province, with a focus on the Ministry of Health’s priority districts: Bandung, Bogor, and Garut. This role is designed to ensure that QI interventions are contextually appropriate, technically sound, and aligned with national guidelines and sub-national implementation capacity.  

Position Reports to: Senior Technical Director in National Level 

Location: West Java 

Responsibilities:  

• Implementing the strategy of national workplan in to district implementation activities especially related to selected public and private facilities (RSUD, Private Hospital)
• The Quality Improvement (QI) Specialist will be responsible for supporting the implementation of the QI Collaborative in West Java Province.
• Working closely with the Technical Director and Technical Advisor in the preparation and execution of expert meetings to support strategic guidance and implementation of QI activities.
• Collaborating with the Digital Health Officer to assist district health offices in developing data management platforms and ensuring effective data collection and utilization.
• Ensuring the effective implementation of basic QI skills training to build the capacity of health facilities participating in the QI Collaborative.
• Overseeing the organization and quality of learning sessions as a platform for shared learning and peer-to-peer exchange among health facilities, aimed at accelerating the implementation of QI initiatives.
• Ensuring that QI coaching activities are conducted in accordance with established standards and contribute to the continuous improvement of service delivery at participating facilities.
• Close coordination and collaboration with district stakeholders including Health Facilities (spec. hospital), District Health Office, Professional Organization and other related stakeholders
• Overseeing the organization and quality of learning sessions as a platform for shared learning and peer-to-peer exchange among health facilities, aimed at accelerating the implementation of QI initiatives.
• Ensuring that QI coaching activities are conducted in accordance with established standards and contribute to the continuous improvement of service delivery at participating facilities.
• Ensuring leadership support at all levels (national, provincial, district, and facility) for the successful implementation of the QI Collaborative in West Java
• Ensuring the progress of the health facilities performance present in POKJA meeting and advocate the governance to adapt or replicate
• Coordinate with National team to process TOR and budget for district activities including meetings, workshops, launch/s etc.
• Working collaboratively with the MNH Advisor and MNH Technical Director to coordinate with the Ministry of Health, particularly the Directorate of Family Health, to support the implementation of the QI Collaborative in West Java.
• Provide documentation of all activities, activities report, meeting notes/ reports
• Provide assistance in documentation process of ongoing activities and preparation of National reports
• Support MEL team in maintain, updated database of all activities and routine data from Momentum facilities by giving technical assistance to hospital QI team
• Assist in communication, advocacy and coordination with stakeholders at the provincial and district levels for program sustainability in Provinces and districts between the government of MCGL

Required Qualifications 

• Clinical professional: general practitioner/midwife/nurse (preferable)
• At least 6 years of experiences working in the technical area of MNCH
• Strong knowledge on Indonesia health system at all levels and experience working around it.
• Strong knowledge of key relevant stakeholders in the area of MNCH and possessing good network.
• Experience in developing training materials and delivering training preferred.
• Ability to design, analyse, and be strategic in the implementation of project activities.
• Excellent writing and oral presentation skills, including report writing and dissemination.
• Excellent interpersonal skills and ability to work in a multi-cultural environment.
• Ability to work under tight deadlines on competing priorities.
• Written and spoken fluently in English and Bahasa Indonesia (preferable)
• Ability to travel in districts and province
